Opening Ceremony


With the theme “Learning from each other for the well-being of the future”, the 8th China-ASEAN Education Cooperation Week (CAECW) kicked off on Aug. 3rd in Guiyang, capital of Guizhou Province.


The opening ceremony was presided over by Hao Ping, China’s Vice-minister of Education. Liu Xiaofeng, Vice-chairman of the Chinese People's Political Consultative Conference, declared the meeting open. Some important Chinese and foreign officials attended and addressed the ceremony. 


Liu Yandong, vice - premier of the State Council of China, sent her congratulations in her letter to the opening of the CAECW and expressed her wish for a successful CAECW. Liu said that, China and ASEAN are neighbors with similar culture, and the people of both sides are friendly to each other and have involved in cultural exchanges for a long time. The Chinese government attached great importance to China-ASEAN cultural exchanges. The creative CAECW has become a bridge for exchanges between both young people and played a role in enhancing cultural exchanges, strengthening mutual understanding, and promoting friendship between countries.


Today’s China-ASEAN strategic partnership, she also said, is on the way to a new stage with higher starting point, broader implications and closer cooperation. Next year will be the 25th year since the start of China-ASEAN dialogue, and the two sides are planning to set it as China-ASEAN Educational Exchange Year, through which, Liu hoped, both sides would sustain the role of CAECW, shorten the psychological distance between teenagers, propel educational development, and lift the level of cultural exchanges to enhance the role of both peoples in bilateral friendship, to jointly build 21st Century Maritime Silk Road, and to promote common future prosperity.


Sok An, Deputy Prime Minister of Cambodia, made a speech at the ceremony. He said that, education powered socio-economic development and played a critical role in pushing forward technological innovation, raising social productivity, and narrowing the gap between rich and poor. As a platform for increasing talents exchanges, lifting education level and driving win-win cooperation, CAECW would bring well-being to the people of both sides through cultural, scientific and technological cooperation. 


He said that Cambodia has emphasized the development and opening-up of its education. Its government has been committed to helping children and poverty-stricken students finish their study in schools and universities and advancing vocational and higher education. Under the strategy “One Belt and One Road”, Cambodia would propel China-ASEAN educational and cultural cooperation and make contributions to Asia’s sustainable stability and prosperity.


Madame Irina Bokova, Director-General of UNESCO, delivered a speech through a video. She thought that the theme “Learning from each other for the well-being of the future” is in line with UNESCO’s idea of boosting social progress and human equality through education. The U.N. has always been engaged in spurring education for all people around the world. Bokova hoped that, through CAECW, China and ASEAN could learn from each other and make better use of knowledge, culture, science, technology and information to promote the sustainable development of China, ASEAN as well as Guizhou Province.


Chen Min’er, Governor of Guizhou Province, made a welcome speech at the ceremony. On behalf of the provincial Party committee, the Provincial Government and all people of Guzihou Province, he extended his welcome to leaders, foreign guests and friends from all walks of life. 


Chen touched on President Xi Jinping’s acknowledgement of Guizhou’s progress in vocational education during his inspection in Guizhou in June. Xi encouraged Guizhou to open in an all-round way and enhance the cooperation with ASEAN. This provided guide and impetus for Guizhou’s move in CAECW and great leap forward in socio-economic development.


Chen stressed that developing education is the basic way for Guizhou to eliminate poverty and improve people’s well-being. Through years of prioritization and support, Guizhou has seen great achievements in education. Chen said that, Guizhou would take the cooperation agreement with the Ministry of Education as a new opportunity, furthering its comprehensive reform in education to ensure the opportunities for every student’s sound development, equal educational accessibility for students from poverty-stricken families, and the most respect that teachers deserve from the whole society.


CAECW is a part of the “One Belt and One Road” strategy and a high-end platform for educational internationalization. Chen said that, Guizhou would, together with ASEAN, take full advantage of the CAECW to explore new modes and channels for China-ASEAN education cooperation, to share experience in talents training, and to build bridge for cultural exchanges. Through these efforts, contributions would be made to the future “diamond decade” of China-ASEAN relationship and to the establishment of closer China-ASEAN community of common destiny.


This year’s CAECW offers another learning chance for Guizhou, Chen said. Guizhou would deepen its cooperation with ASEAN in higher, vocational and private education, as well as teenagers and cultural exchanges to broaden the scope of China-ASEAN educational cooperation. 


Yuan Guiren,China’s Minister of Education, made a keynote speech. He said that the Chinese government is making efforts to push the sustainable and sound development of education so as to basically realize educational modernization, form a learning society and make China one of the countries rich in human resource by the year of 2020.


CAECW plays a pioneering role in China-ASEAN comprehensive cooperation and is critical to mutual trust and friendship, Yuan said. Education cooperation between two sides in the past 5 years has achieved great advancement, which indicates the huge development potential of China-ASEAN educational and cultural exchanges.

    

Yuan also said that, the Ministry of Education would, together with ASEAN, put the consensus agreed by leaders of both sides into practice, learn from each other for the well-being of the future, stay close to reality and face the society to boost friendship and understanding between both sides.


Yuan hoped that, both sides worked together to set 2016 as China-ASEAN Education Exchange Year so as to show the world the fruitful results of China-ASEAN education exchanges and development; propelled CAECW as an important and characteristic platform for cultural exchanges by mobilizing and integrating resources from governments, universities and colleges, enterprises, scientific research institutes and think-tanks; helped both peoples to learn more from each other and develop themselves by expanding and deepening educational and cultural exchanges, scaling up students exchanges and strengthening communication between them. 


Getachew Engida, Deputy Director-General of UNESCO, also addressed the ceremony. He pointed out that CAECW is an important platform not only for educational innovation and technological cooperation, but also for cultural exchanges within Asian area. 


The changing global economy now demands more for skill education. Engida hoped that, China and ASEAN could take the “One Belt and One Road” strategy as a new opportunity to make better use of the CAECW, focusing more on vocational education and the improvement of laborers’ skills, encouraging education cooperation between international organizations, countries, governments, industries, universities, and research institutes.


Qian Hongshan,Assistant Foreign Minister of China, said in his speech at the ceremony that China and ASEAN have been friendly neighbors. He appreciated the increasing influence and huge progress of the CAECW, the only governmental educational and cultural cooperation platform between China and ASEAN. Qian hoped to, with the hosting idea of opening-up and tolerance, expand cooperation areas, raise the CAECW’s influence, to reinforce the social basis of friendship between China and ASEAN, and to move ahead China-ASEAN relationship.


Other Chinese officials present at the opening ceremony included Ren Qiliang (Vice Director of the Overseas Chinese Affairs office of the State Council) and Zhou Changkui (Secretary of the Secretariat of the Central Committee of the Communist Youth League), Wang Fuyu (chairman of the Guizou Provincial CPPCC), Shen Yiqin (Deputy Secretary of Provincial Party Committee), Liu Qifan (Secretary-General of Provincial Party Committee), Tang Dezhi (Secretary-General of the provincial government), and some other provincial leaders such as Chen Gang, Zhang Guangzhi, Long Chaoyun, Meng Qiliang, Chen Mingming, Cai Zhijun.


Foreign guests present also include the Secretary of State of Cambodia’s Ministry of Education, Vice-Minister of Education and Sports of Laos, permanent secretary of the Ministry of Education, Singapore, the Minister of Education of Thailand.  Some officials of international organizations, ambassadors, university presidents, experts, scholars and students from both ASEAN and China were also present. 


At the opening ceremony, the participants inaugurated the China-ASEAN Education and Training Alliance and the China-ASEAN Youth Camp, and China-ASEAN students gave their performance to all guests.


After the ceremony, Sok An, Liu Xiaofeng, Chen Min’er, Yuan Guiren, Wang Fuyu, and Shen Yiqin visited the China-ASEAN Education Cooperation and Talents Exchanges Fair and China-ASEAN Vocational Education Exposition.
