Speech at Ministers’ Forum,the 7th China-ASEAN Education Cooperation Week

Dear guests, ladies and gentlemen:

Good afternoon,

Six China-ASEAN Education Cooperation Weeks have been successfully held, which has enhanced China-ASEAN education cooperation. Now I’d like to introduce the Chinese education and China’s educational exchanges with foreign countries from three aspects:


Firstly, I’d like to say something about China’s basic policy of giving priority to the educational development.

Since the reform and opening up to outside over thirty years ago, especially in the end of the last century, China has experienced an unprecedented progress in education. By the end of year of 2013, there have been 520,000 schools at all levels, with 270 million students and 1.6 million teachers. Taking the higher education as an example, the student enrollment of colleges and universities in 2013 is 17 times that in 1978, when the student admission was 400,000. The fiscal investment in Chinese education in 2013 has increased from 4.78 billion dollars to 370 billion dollars, 77 times that in 1978, becoming the largest expenses of the public investments. And the 9-year compulsory education has been comprehensively realized.  

Despite the achievements we have made, we must be fully aware that the quality of Chinese education is far from satisfaction. The major task of education is to comprehensively deepen the education reform, push forward the education fairness, and improve the education quality, so as to promote the modernization of the governing system and capacity of education. 

Secondly, I’d like to talk about China's opening up in education.

The opening up to outside world in education is the important part of the reform and opening up policy, the strategy of invigorating the country through science, technology and education and the strategy of reinvigorating China through human resource development. It is also the key step of education comprehensive reform. Now I will introduce the situation of China’s opening up to outside world condition in education:   

First, since the issuing of Education Plan Outline, much has achieved in the opening up of Chinese education. Chinese students study abroad in over 100 countries and regions, while foreign students from about 200 countries choose to study in China China has signed agreements on the mutual recognition of degrees and diplomas with 41 countries and regions. 46 exchange systems or joint work groups at ministry level or director level were set up with some countries and regions. 5 high-level governmental humanity exchange and dialogue mechanisms were established with Russia, USA, UK and EU. In a word, the levels, depth and vitality of the opening up have reached an unprecedented height.

Second, the comprehensive reform of the international education cooperation and communication has been deepened progressively and the initiative and engagement of the opening up for development of cities and provinces are continuously enhanced. At present, the Ministry of Education has signed the agreement with Shanghai, Hunan, and Ningbo to co-construct the education international cooperation and exchange reform demonstration area, and signed agreements with Suzhou Industrial Park Adminstration Committee to co-construct higher education international demonstration area. Those demonstration areas have made some progress in integrating the resources of the opening up, innovating a high-level Sino-foreign cooperation in running schools, and studying abroad and foreign students studying in China.   

Third, exchange of students transferred from emphasizing quantities and scales to emphasizing qualities and effectiveness. The exchange of overseas students has great significance in improving mutual understanding of history and culture and promoting the friendship between countries. In recent years, the quantities and scales of Chinese students studying abroad or foreign students studying in China are both growing in number.

The total number of Chinese students studying abroad is up to 1.6 million by the end of year of 2013. In 2013 alone, there were 413, 000 Chinese students studying abroad, including 16, 000 students on Chinese government scholarship. In the same year, the number of students studying abroad and choosing to come back to China totaled 353, 500, which means more and more overseas students choose to come back and work in China.  

Meanwhile, the number of foreign students in China increased to 353, 500 by the end of year of 2013, of which 150,000 study for degree. In 2010, the Ministry of Education launched the Plan of Studying in China, aiming at expanding the scale of the students studying in China up to 500, 000 in 2020. We do have the confidence to achieve this goal according to the current growth of foreign students in China.

Fourth, the sino-foreign cooperation in running school has been implemented through the integration of high-quality education resources by the policies of "introducing in" and "going global". There has been 1979 sino-foreign school running projects by the end of year of 2013. Many famous universities are launching the cooperation projects in China, such as New York University, Carnegie Mellon University, Duke University, the University of Liverpool, the University of Nottingham, etc. At the same time, the excellent Chinese universities start to establish educational projects in foreign countries with the support of the Ministry of Education. By the end of year of 2013, the number of Chinese educational institutions who launch their education activities abroad has been up to 91. 

Fifth, the cooperation of English teaching is beneficial to the exchanges and lessons sharing between different cultures. Language is the bridge of exchanges and the belt of friendship. With the communication being increasingly frequent, China has particularly strengthen the cooperation of Chinese teaching with foreign countries, with 3000 Chinese teachers and 5000 Chinese volunteer teachers being sent to foreign countries. By the end of year of 2013, there are 440 Confucius Institutions and 646 Confucius Classrooms in 120 countries and regions on five continents with 850, 000 students registered. 


My third point is about the great prospects of China-ASEAN Education Exchanges. 

In recent years, we have reached broad consensus with ASEAN countries about strengthening the education exchanges and cooperation through visits among top leaders, participation in the UNESCO conferences and International Conference on Language, during which many cooperation agreements have been signed. 


——China-ASEAN overseas students exchange “doubling 100,000 Students Plan”(the number of bidirectional overseas students in China and ASEAN countries rises to 100,000 by 2020). By the end of year of 2013, China has achieved the task ahead of time with Chinese students studying in ASEAN countries more than 110, 000. In the mean time, ASEAN students studying in China are up to 70, 000, an increase by 17% compared to that of 2012 and the number is rapidly rising.  

——Laos Suzhou University, Singapore University of Technology and Design, and Xiamen University Malaysia Campus have already started the operation. We encourage the excellent Chinese universities to cooperate with ASEAN ones. We believe that the exploration of this area can promote the common development of both higher education so as to achieve the sharing of superior resources and improve the local general education level. 

Chinese universities and colleges have set up majors of all languages of ASEAN countries. More and more people show their interests in the language and culture of ASEAN countries. China and ASEAN are getting closer by their joint efforts.

All in all, the government of China and ASEAN countries pay high attention to the education exchanging and cooperation. Chinese relevant departments of government have preliminarily decided to put the China-ASEAN Education Cooperation Week into the strategies of the Silk Road Economic Belt, Maritime Silk Road. We do believe that the China-ASEAN education and cooperation will develop rapidly.
