The Fourth China-ASEAN Education Cooperation Week, sponsored both by the Ministry of Education of the People’s Republic of China and the People’s Government of Guizhou Province, opened on 17 August 2011 in Guiyang, capital of Guizhou Province .

The main topic for discussion was “to propel a more practical and effective China-ASEAN higher education cooperation, to build an open and innovative exchange platform, and to give Guizhou universities priority to open to the outside world”.

This year, China and ASEAN would further implement the agreements reached during the previous Education Cooperation Weeks, especially the “China-ASEAN 100,000 Students Exchange Program (the number of both ASEAN students in China and Chinese students in ASEAN countries will reach 100,000 or so by the year of 2020)”, so as to enhance their friendship and practical educational cooperation, to smooth their path to collaboration, to expand their cooperation into other areas, and to push ahead regional cultural exchange and development.

Hao Ping, Vice Minister of Education, delivered a speech at the ceremony. He said that, a profound and lasting China-ASEAN win-win cooperation lies in cultural exchanges and friendship between both peoples. He pointed out 3 orientations for China-ASEAN educational cooperation.

First, intercollegiate cooperation in training internationally competitive talents in the global context. Educational internationalization calls for cultural exchanges. The need for international talents and further understanding between different peoples makes it necessary to send students and scholars to related countries, and to learn related history, cultures and customs..

Second, cooperation in training talents in accordance with the social economic development, which is also an important indication of the education quality. The outdated talents training model and evaluation mechanism should be reformed in order to address such challenges as unbalanced regional development, a big gap between the rich and the poor, resources and environmental constraints, and poor economic performance.

Third, cooperation in developing university students’ innovation ability and entrepreneurship. Innovation is the essence of university education, and entrepreneurship, an important criterion for the companies to employ talents and hence a goal for university education.

Tang Qian, Assistant Secretary-general in charge of education affairs of the UNESCO, spoke highly of the China-ASEAN Education Cooperation Week and regarded it as a model of educational cooperation, to which the UNESCO would give its support.

Over 300 people were present at the opening ceremony, among whom were officials of Chinese Ministry of Education, officials of Asian University Sports Federation, university presidents, experts, scholars of both China and ASEAN countries, envoys of ASEAN countries, and officials of related governmental departments and universities in Guizhou.

Since 2008, three “China-ASEAN Education Cooperation Week” have been held consecutively in Guizhou with the support of the Ministry of Education and the Ministry of Foreign Affairs, and remarkable results have beeb achieved: 135 cooperation agreements were signed between 31 universities of ASEAN and 47 of China; more than 40,000 ASEAN students came to China while more than 70,000 Chinese ones to ASEAN. In addition, the number of Chinese teachers and volunteers sent to ASEAN was nearly 5,000 in total, and programs of learning all ASEAN countries’ languages were offered in Chinese universities, where nearly 10,000 Chinese language teachers were trained for ASEAN. Furthermore, 18 Confucius Institutes and 14 Confucius classrooms were founded in ASEAN. Nearly 1,000 ASEAN students were invited to China for summer camp. Meanwhile, numerous universities in Guizhou have developed other practical cooperation with those of ASEAN. Universities in Guizhou have accelerated their internationalization and improved their education quality with the exchanges and opening-up.
